House Panel Defeats Amendment To Ban D.C. From Using Locally Derived Funding For Abortion
The House Appropriations Committee during consideration of the fiscal year 2010 Financial Services spending bill on Tuesday defeated an amendment that sought to prohibit Washington, D.C., from using locally raised money to fund abortion services, CQ Today reports. Funding for the district is under the bill"s jurisdiction.The panel voted 26-33 to defeat the amendment, offered by Rep. Todd Tiahrt (R-Kan.) and Lincoln Davis (D-Tenn). The committee approved the FY 2010 funding bill by voice vote, and House Democrats hope to have the measure on the floor by late next week (Clarke, CQ Today, 7/8).

CDC Report Examines Sexual Health, AIDS Rates Among U.S. Teenagers, Young Adults
CDC"s latest Morbidity and Mortality Weekly Report (MMWR) examines the sexual health of young adults and teenagers in the U.S., Reuters reports. "The data presented in this report indicate that many young persons in the United States engage in sexual risk behavior and experience negative reproductive health outcomes," the MMWR states (7/16). For the report, CDC compiled data from several different studies involving hundreds of thousands of teenagers and young adults age 10 to 25. Among other findings, the data indicated that AIDS rates among boys age 15 to 19 increased from 1.3 cases per 100,000 in 1997 to 2.5 cases in 2006. The report also said that new HIV and AIDS diagnoses were highest among young blacks across all age groups (Chicago Tribune, 7/17). Kevin Fenton, director of CDC"s National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention, said, "It is imperative that all of us at the national and community level work together to ensure STD and HIV prevention programs are reaching young people, particularly in communities with the greatest burden of disease" (Brewington, "Picture of Health," Baltimore Sun, 7/16).

National Organization for Women Establishes Kansas Abortion-Rights PAC To Fill Void After Death Of Abortion Provider Tiller

The Kansas chapter of the National Organization for Women has formed its own political action committee to replace ProKanDo, a PAC founded in 2002 by abortion provider George Tiller that was closed after his murder in May, the AP/Hays Daily News reports. ProKanDo spent more than $1 million over the last four years to advocate for abortion rights, assist candidates who support abortion rights and oppose antiabortion-rights candidates. The organization had more than 6,400 contributors but received between one-third and one-half of its annual funding from Tiller, according to former Director Julie Burkhart.NOW has scheduled a conference in Wichita on July 25 to discuss legislative strategy and Kansas elections. Marla Patrick, coordinator of NOW"s Kansas chapter,÷ said that although the new PAC will not have the same financial support from Tiller that ProKanDo received, his death has invigorated grassroots support. She added, "I think that can be every bit as effective, if not more so, especially in light of all the recent events" (Hegeman, AP/Hays Daily News, 7/18).
